In the Frying Pan of Life, We Are the Frogs

In a class on regulation that I took as an undergrad, this factoid stuck in my head: in a typical year, Congress will pass about 300 laws; in the same period of time, federal regulatory agencies will pass approximately 10,000 new regulations.
